HMTv3.5 (Halo Map Tools version 3.5) is highly recommended due to its easy to follow interface. Used mainly in projectiles, skinning, model extraction/injection, and basic mods, but very greatly used through the advanced modders as well.
HHT (Halo Hacker Tools) is a great program mainly used for model swapping, or any type of swapping as that. Used more by advanced modders then of beginners.
Sparkedit is a magnificant program (one of a kind) that allows you to move around objects including: Vehicles, Spawn Points, Weapons, Scenery, Etc. You can also create teleporters and duplicate any of the previously listed.
.NET Framework is required by most computers to run HMT, Sparkedit (sometimes), and HHT (sometimes). Best to download it anyway.
Those are all for HaloPC modding. Best place to start.
If you want to make maps for Halo: CustomEdition, let me know, through this thread/pm and I will tell you exactly what you need, where to get it, and perhaps write/film some tutorials for you
Hope this helped.
