sigs i think u make with photoshop, have it hosted somewhere, and put the img tags on your sig and stuff, but i'm not posotive because i've never tried...
the only way i know how to make a website is by using notepad and html:

girly, but helpful with favicons and marquees: http://www.lissaexplains.com/
(you save it as "blahblahblah.html", but not as a 'text document', but as 'all dosuments')
BUT! if you have dreamweaver, you can use that better than a notepad webpage
