Host map or players map controlled?

Being somewhat of a n00b, like many others I havent yet entirely figured out what elements of my host map that I change will be usuable by guest players, without them having to download a copy of my map.
E.G. I know if I change the ammo settings, everyone sees (and feels) the effect, and if I add additional zoom capabilities to a weapon, only I can use it. (Is this right?)
BUT, if I join someone elses game with my newly scoped weapons, I am still able to use the scope as a guest! (this was big eye opener) LOL!
I do realise that if I swap all the rocks and plants in Bloodgulch for trees to duck behind, only I see them. Everyone else thinks its lag!
Does anyone here definitely know / have some idea / a rough outline / got any fricking clue, of what can be changed in the host map that is then usuable by the guest player without downloading a copy of the hosts map.
Oh yeah, I do know its small stuff only, but its a great place to start off. A basic "Twenty - 10 second mods for HMT to get you started" sorta thing. Unlike trying to mod AI into Bloodgulch as your first project when you have no idea AT ALL whats involved, trying to open a .RAR file with explorer, asking the same $%$#@ questions (AGAIN), annoying everyone, being called a n00b, failing miserably and leaving Halomods to join the "halo PC is shit " crowd at Haloplanet, then eventually dying a lonely bitter old person who smells a bit like stale pee, and gets partially devoured by their 53 cats!!!
I mean, Come on! Do you want that on YOUR conscience?

The weapons changes I have in my mini-mod game alway work, dont cause lag, are just enough to force a change in gameplay and strategy. They generate a lot of interest from non-modding players. (So, NO its not a waste of time.)
Anyone?......
