1. Prometheus doesnt use plugins, so everything is hard coded. They will probably develop their own info as phenomena's plugins were not complete.

It is stated as a map creator. If you've ever worked with guerilla it looks very similar (tag editor portion). You can decompile all of the PC maps into useable tags, import tags you want from guerilla, make your map and compile it as PC or CE. (You can do basically the same thing for H2 I assume.) So it's not modding, it's content creation. But if you really wanted to play BG with some minor edits, you could basically do the same thing. It's just that the final creation will be rebuilt (although it's probably safe to assume you won't have to bother with the hassle of HMT style rebuilding).
