Is it possible to edit the starting weapons in singleplayer?

Is it possible to edit the starting weapons in singleplayer?
I was wondering if anyone figured out a way to do that yet. I'd like to start 343 Guilty Spark with a Shotgun instead of that pissy Assault Rifle, and there's some other levels I'd like to start with something different. Perhaps start with a gun on the first level rather than running around not being able to do anything at first. hehe
Also, is it possible to edit the game to allow 3 weapon slots? I know there was a glitch that allowed you to have 3 on the first level. It should be possible to cause that effect all the time.
