I have a friend who wants to know if it is possible to make a custom Reticle, I don't know specifically so I don't want to inform him wrong.

you skin one, but it'd be the same on all levels.

ui\hud\bitmaps\combined\hud_reticles

there are 14 different dds files in that on hmt
#1 has 4 different reticles i believe.
#2-14 are singles reticles

Okay, I got that part. But when I edit it do I just color that black box the color I want?

When you extract it with HMT and open it in Photoshop, It will show the reticle. You can just edit it from there. You cannot change the color, the editing is like that of an Alpha map, Black = Hidden, White = seen.
