Wow, major noob question. MonoxideC made it, so it like God made it. It just happens.

he was implying that Mono was a god, pay more attention
lol yeah... I don't suppose you could fill me in with HEK? I've been kinda left in the dark about this... I dont know much about it... all i know is that its really really cool and powerful!
I haven't heard any news on the HEK lately. I suggest browsing cortana.org for info on that, since that's where the Gearbox people will be hanging out when the site gets moving.
As for the pelican mod, MonoxideC made it. He's the same person that wrote Halo Map Tools. Being the programmer that he is, he made a more powerful version of HMT for himself, and likely a few other little programs. None of these have been publicly released. That's why he's the only one capable of that kind of thing.

I know MonoxideC made it and HMT, but i never knew that he made himself a private better HMT!!! give it to us please!!!
In a GB forums post (the one that started to bash Mono...then turned nice) Mono said that the reason he doesnt tell people how he did the Library etc is that 2 to 1% of the modding populas would even understand a tutorial.
I suppose since the HMT source is out you could rewrite it (see my fatal attempts) but the chances are unlikely. He even told Xzzy that if he asked Mono on IRC he would give him a tutorial, but the likelyhood of doing it in a short amount of time wasnt that good.
This is all from memory, if anyone wants the link I'll go search the GB forums for it.
