How can i mod the strings?

Yeah...i want to mod the strings of the game to make it say stuff like, "press (pi) to enter the (elite)" or "***** was pwn3d by *****" ?

forget hex there is a tool wich lets you easily edit strings

i believe that is just for Custom Edition.
