Mods on Internet Games

I've been in many online multiplayer modded games and I asked how to get mods to work online, but I've never got a straight answer. How do I get them to work on the 'net?

they work automatically, if u create server with a rebuild map people that dont got the map will get exception errors, if u jus moded it with no rebuilding they will join but get high ping. So if its rebuilt they get exception if its just modded high ping
