A project i'm working on

Im currently working on a 2-D game of halo, I havent yet started it on my comp but I have been drawing teh basics of it on paper.
I have yet to find a good game program which I can use to make this game, and help will be appreciated.

I think it has been done, but try Flash. it's pretty easy to use.

a computer game in flash? not such a good idea. try a sprite based program

Sprite games are like mario, I'm wanting to make a side-scrolling game.
I have all the sprites drawn on paper but all I have to do now is put them on my comp (no scanner, kinda tricky) then I will have iot in.
I have all the vehiles including some new ones
especially in the game.
