help needed for annoying error!

So basically i am running a game hosting company, just got a new box with Win2k Server on it, when a user logs into there control panel and Clicks 'Start', a php script is run which runs an external program which then loads the haloded.exe file with the custom INIT file & port. My problem is that i cannot connect to this server via Localhost or over the internet. But i can see through a proccess explorer that the server is listening on the right ports. So any way i try to boot the server using the Command Line Console using C:>"C:/Program Files/Microsoft Games/Halo Server/haloded.exe" but as soon as i run that, i get 'Gathering Exception Data' and ther is a message that says 'Cannot create ban list mutex' before the exception appears!
Its starting to annoy me, if anyone can help, please do lol

lol its alright now i just made a tcp server which accepts connections from th PHP scripts which then makes the halo processes foreground hidden instead of background, which the php scripts do.
