Yes, the book does. They literally stick stuff into or onto his brain, which interacts with the implant. Machine working with human together in the same body : Cyborg.

Ok I wouldn't call the Master Chief a cyborg, but I wouldn't call him 100% human either. Some stats:

Name: John (aka SPARTIN 117)
In March of 2525, on the orbital ONI Medical Facility above Reach, the then 14 year old candidates underwent a series of drastic and inadvisable operations to dramatically enhance their skeletal, muscular, optical, and nervous systems

-Their bones were coted in a ceramic base making them vertualty unbrakable.
- Their muscles were agmented with a number of drugs to increase their strength.
- Their eyes were genticly perfected for perfect vision (without robtoc parts)
- Their nervious systems with entwined with a copper wireing to make their reflexes much faster.

The copper wiring in their nervious systems made it possible for the spartins to intake electical inpulses, (they can hook computers up to themselves)
Master Chief's MJOLNIR armour inputes into the wiring in the base of his neck which is how he can corespond with Cortana.

I would consider robotic parts as mechanized or something of that sort, the only thing remotely robtic about his augmentation is the wiring in his nervious system. And that isn't all that robotic, it just allows his brain to recieve impulses much faster.
