Halo (Xbox) Server

Would it be possible to create a Halo xbox server? To have a host that could spectate a match between two other boxes? We already have a spectate mode, if it could somehow be applied to a character's settings so a host could select it and be an intermediate host for rival clans or whaever it is. Ive always thought it was a mistake for Bungie not to add this, Im almost positive Halo 2 will have this or at least IMO. Anybody got any idea about this? Peace
