Modding links?

Can someone post a few URL's for me?
Hmt 3.5 utilities (those plugin .dll things like the Collision Model, ect or any of the mandatory/real good ones)

A modelling program that is free and is not a trial (something like Milkshape 3DS without the cost/30 days limit)
A skinning program (Photoshop runs out, can Paint.NET use the HMT skin files? or is there another program/utility?)
Any tags for new vehicles so i dont spend hours looking at a Exception Data box (pelican, longsword, ATV, dropship, capitol ship, covenant sword, ect)
any other things that can help a newbie modder...thanks!
