Help! HMT and Size Editor.exe opening error?!

I get a error when opening Size Editor.exe which came from WW3[1].5 Compressing Tutorial it reads :
The application failed to initialize properly (0xc0000135). Click on OK to terminate the application

When i open HaloMapTools.exe it gives me the same exact error? Has anyone else ever had this happen before?

download .netframe work then it will work

search for it on www.microsoft.com
