HaloMods "Classic" Read-only Archive

I have searched the internet for a long time and cant find anything. I'm pretty sure i will need to use activeX, but I'm not so sure on how that works. All i know is i need an object to read the file and then save it as. Can anyone here help me out? (like i said, vb.net please)

Can someone please tell me how if they know, this is pretty urgent. My friend and I are making a program to convert video and music, but we can't figure out or find any information on how to convert the files.
