Halo PC Multiplayer Utility

Ok i have an idea for an awesome utiliy, which with the help of a friend, i hope to make. 1 thing i need to know though. How does Halo PC kill message sync over the net. Is it somewhere in the Hex or does it run on a console that is hidden?

The Text that shows:

"So and so was killed by So and so" is in the UI.map

and it is client side.
