Okay, you cannot make custom maps for HaloPC, as of yet.

The game HaloCE (Halo Custom Edition) is where the custom maps come in.

One of the best modeling programs i have ever seen (and use) is called 3D Studio Max. You can download a trial of 3ds max 7 at discreet.com

That is all the information i can give as of now, for i am in a hurry.
