how do you make a program plugin based in vb?

i think it might have to be xml format, not to sure though i just guessing based on wat i no, i do no it may have sumthing to do with xml, but if hht and hmt can have plugins,and there in vb then it must be possible sumhow

there in vb.net... and ya i know how to make plugins i just dont know how to make a program plugin based =\

i also need to know how to make one of these things...
