I tried many things to let Marines drive warthogs, but it didn't work too well.
There is an Warthog driver, but he doesn't do shit...
Same for Scorpion driver.
Using secondairy fire and driving?

Won't work... Marines are only programmed to be able to drive ghosts, and even then, they still can't drive them for crap. Takes em 15 whole seconds to run you over, the idiots. 
And if you did put the Marine AI into the hog/scorpion, they wouldn't work. Ghosts can move sideways, which the human vehicles of course, can't do, so the Marines would sit there trying to do that 24/7.
