I don't know, it is some weird texture...I am not sure, you might be able to use the search function to find something about it...

just read the HEK tutorial.. its pretty easy. i figured out how to do it myself. u make a bitmap, add some properties to it, add it to the map, add some water fog, and there u go.

yea the hek tut sux ass, i mean the beginning is all through but at the end its just like oh yea go here do that and your done.
