HaloMods "Classic" Read-only Archive

I just recently downloaded HMT. Whenever I click on HaloMapTools.exe it pops up an error screen saying "The application failed to initialize properly (0x0000135). Click on OK to terminate the application."

What could possibly be wrong!? Can anyone help me?
