How do you start skinning?

OK hey guys,

I was wondering i love almost every single skin that is on this forum but there is one problem..............um............how do i start skinning because iv seen the tutorial at the start and im sitting there think "WTF" and well it doesnt outline anything clearly so yer.........oh and im running Windows 98
just to let u know. But can someone please tell me how to skin or send a program for windows98 to me that WILL help me start skinning.

And u need a .dds plugin for photoshop
