Isn't there like a tutorial somewhere around this site that tells you how to do all that crap?
Anyways, its needs the bump, some specular crap, a specular map, and if you feel like taking forever for it to render then put raytracing on it, and it would look sweet, also if you have a skeleton for it, make it do stuff. I'm to impatient to put a skeleton on halo 2 models.

just get a specular map to match the bitmap (white areas on the specular map where the armor is, black areas where the skin is) and apply it, then mess with the specualr/gloss settings in the material editor.
