Moving skins/transparent skins

i say the new terminal map thats upposed ot be newyork(cant think of the name right now but most know what im talking about) but anyways greenw/e(sry cant remember names) in your matrix mod on beavercreek you have moving skins, i was wondering how oyu made those, i tried to do basic first and make a transparent one by saving a image with no background as a gif then resaving it as dds but the blank space jsut turns white, and when i trie to save it as dds b4 gif it says to many layers or sumthin to export(yes i kno im vague but i really dont feel like opening photoshop and stuff to figure out what it sas exactly) basically, i need a tut on how to at least make skins that are semi transparent, liek cortana, nto the whole skin,. but it has holes in it if you know what i mean, thanks a ton(i type horribly if you havent noticed)
