Puttin a .gif into a .jpeg&.dds

Ok I am really interested in doing this. I have a spinner pic 
that I really really really want to know how to put into the hog rim and keep it spinning. I can open up the spinner in Imageready and be able to see the different little frames and stuff for it. If I open it with photoshop all i get is a chrome rim pic. How do I put a spinner on the hog for halo 2? I would like to know how to do this but I do not mind if someone does this for me as long as i get some kind of credit. I would also like to put this into my SIG i am making.
