Is there another way to skin without Photoshop?

In other words, I need a converter that converts DDS to anything else! I really want to skin, any DDS capable converters would rock.

the DirextX SDK comes with a tool to convert form .DDS to .BMP and back. Check out the microsoft site to get it.
