HEK wont install

PLZ PLZ help me i just downloaded HEK and it wont install!
it says
'' setup was unable to find ( or could not read ) the language specific setup resorece dll, unable to continus. Please reboot and try again. ''
has anybody else had this problum and plz plz can u help me fix this error coz its driving my crazy
