How do i making self illuminating textures? (side question)

Ok i've looked on Google all morning, i've been through Halo tutorials both on this site and HaloMaps and i can't find a tutorial on how to make lighting for a texture and prefebly animate it. I'm sure i saw a tutorial some where a while back but now i just can't seem to find one and i really need to know how in order to continue with my map.

I'm talking about the sort of lighting you see in New Mambosa them little strips on the wall.

Any help would be greatly appreciated and as i stated i have looked on a lot of sites including Google before i asked here i always do.

Another question i have, to save making a new thread, but is there a tutorial on how to make custom HUDs? I know how to make weapon ammo HUDs but not the shields one or the radar?
