In order to skin, you first need Halo Map Tools 3. It's avalible at HaloMods itself. Then, you need Adobe Photoshop. You shoudn't download it, it's illegal. After that, you need the Nvidia .dds Plugin. Do a google on it. Once you have all that, check out the quick skinning tutorial at HaloMods itself.

You need to buy it. Oh, and if you get it another way "cough," don't mention it on the forums.

Nope, there isn't. People consider other programs to work, but they don't create a certain thing called MipMaps. MipMaps make sure that when you view the texture from far away in Halo, it doesn't turn black. Adobe Photoshop's Plugin generates them. Without them, while playing Halo, if you back away from a texture, it will fade to black. Also, while using HMT3, if you look above the texture preview when you select a texture, it will say something like "DX1" or something else. When you save your changed texture with Photoshop, make sure you have "Generate Mipmaps" selected and you save it as the correct "DX" or whatever.
