The Flashing Rocket Hogs

I was just wondering, is it possible to make a texture that you can apply to the hog so some parts of the textures will flash, just like in New Mombasa; the flours that flash on the roads. If you have an answear, please reply.

Well I dont really have the real model of New Mombasa, so I guess I cant look at it. That's why I'm asking yall.
