make a document 400X100 px and go from there. Add a pic, B&E and a stroked pixel font.

you could either get a trial of photoshop
OR
request a userbar, and hope someone makes one for you

Or try downloading Gimp. It's free, and it has almost as many features as Photoshop. It's also capable of using decent brushes, unlike Paint Shop Pro.

I doubt that will be a problem. You should be able to use any program you download to your account's hard drive.
