i have wrong format

ok i have a tga format im gonna resize it but i dont no how to change it to a hpg can yall help

Open it with Photoshop, click File > Save As, and save as a JPG...

Then open it in whatever program you're doing and do File > Save As, and save as a JPG...

I think its free, and its like Photoshop.
