I'd say both.

On the Halo 3 thing, most people have a perfection (winning a game of slayer with 15 kills or more without dying; team slayer counts too), and I don't. : ( But I still got brigadier. So, second highest rank, woo.

A bit too much blur, and to counter that, you should add a lightly sharpened layer beneath it to define the edges a bit better.
