HEK Problems....I NEED Help!!!!

I've downloaded the HEK setup file from numerous sites, at 264 MB a pop its taken awhile, but everytime i try to run the setup nothing happens and about 30 seconds later i get an error message that reads:

"Setup was unable to find (or could not read) the language specific setup resource dll, unable to continue. Please reboot and try again."

and thats as far as i can get. I've tried fileplanet, 3dgamers, and about 3 other sites' files. Everytime i get the same error upon trying to run the setup. Does anyone know what the problem is?????????
