I can't start HMTv3.5

Ok, first of all, Hello. I am new to this forum. My clan members are realy into skinning. I really want to learn how to skin because I have a better graphcis card now. I am a newb to ALL skinning and I just want to get this started. Ok, so heres my problem:
I extract it from winRAR and its on my desktop. I double clik the icon and it gives me this:
Could anyone tell me how to fix this?
