WTF!? Why wont it work!?

seeing that no one answered my earlier question of how to import modded tags that halo PC already had INTO Halo PC, i found the plugins for HMT. Now for the problem...
I opened HMT and went to the map i want modded, in this case c20.map, and i went to the COLL group. I clicked on the Cyborg and doubled the health and shield values...BUT IT WONT WORK? I know because i did a before and after test! Any Ideas?
