Centering a website in Publisher 2003

I made a website in publisher 2003 and I cannot figure out how to align everything to the center. So far, me and my friend have been able to use raw html just to center the actual text.
I could just center the website manually (drag it to the middle) but I would like to use html code as a means because that way I wouldn't have to drag the site back and forth when editing.
I've tried searching but I come up with solutions like using tables which I've tried but it doesn't actually do anything.
Any help would be appreciated, thanks.
