easy hex edit question

Hex Editing is not my specialty so please bear with my noob question.

What is this in Hex Edit values: 0x5E8?

Like how and where would I find the value 0x4 because I don't get what 0x4 means. Does it mean 0000 or what? I need help please.

im trying to learn a bit about hexing myself, and i think thats an offset. on microsoft calculator you can convert to hexidecimal so try that
