HaloMods "Classic" Read-only Archive

ok i got this program sbspcollisiontools and i only got it open on one day a week ago and now i cant figure out how t open it again its in .jar format and i dont get how to open it every time i use winrar to open it it just goes to the text editor can someone tell me how to open it?

I jsut downloaded it. It opened for me just fine. I just double clicked it, i didnt 'open' it in anything. Maybe redownload it?
