look around in the control panel. if you could change it, it'd be in there.

Go to Control Panel - Regional and Language Options. Next to the language drop-down click 'Customize.' Under the time tab, change it from 'HH:mm:ss tt' to 'h:mm:ss tt.' (the capital H makes it a 24 hour clock, also, it might only have one capital 'H' just change it to the same thing)

i was about to say, 24-hour clock is kinda cool. military time ftw. i guess windows just needs to learn how to display both.

enter:
H/h:mm:ss - EDIT below
it'll work fine. That will show:
19/7:04
in your taskbar, and use 19/7:04:20 everywhere else
EDIT*
HH/h:mm:ss tt

My watch is an old military watch from arctic explorations in the Soviet Union. It's a 24-hour analog watch, it's awesome.
