transferring dds into paint

okay now i had a good idea from this skin this guy made http://files.halomods.com/viewtopic.php?t=53380
and i wanted to know how i can transfer the hog dds into paint and put the paint picture back into dds
all i wanted to do was put the waaaaambulance skin into pc to give to u guys
(now no one steal my idea to make this skin in pc)
