water level help

Im trying to change the water level in zazibar but eveytime i change something, nothing happens. I downloaded the map already flooded but i cant open it in an editor. Please help before I stab my toe. Thank you.

You have to do it in Hex. The app/plugin do not work (well, they could possibly, but 98% of the time they wont).
