HaloMods "Classic" Read-only Archive

I downloaded Halo Custom Edition over night, but when I click on the file to install it, it says this "halosteup_en_1[1].00.exe is not a valid Win32 application. What do I do? Please help me!

do u own halo PC? u have to have the full version of halo installed first
