Halo 2 Backwash Fog

How can I increase the visibility distance and make the fog more of a dark greyish-green color?

Look in the [fog] tag. If you can't find something there then look in the [ligh] tag.

Does it perhaps have [fpch]?

There's nothing I can find about the fog in the [ligh] tag, the [fog] tag does not have any information, except in Insolence in the dev mode where all the information is labeled as unknown. Same thing with the [fpch] tag. I could mess with the values to see if it makes a difference... Maybe my plugins are not up to date?
