Open PPF/SPPF file to analyze the changes

I am wondering if it is possible to open up a PPF or SPPF file to look at what changes it will make to the map it was made for. I am wondering this because I think it would help me figure out what the author of the mod did and I could learn from it. Any help would be greatly appreciated! Thanks.

I think it would just be easier to see what the PPF will change instead of looking through the whole map to find it.

Open the file in a hex editor.
Look at the offsets, see what it is, and what it is being changed to.

Thanks guys for the help. When I try to open the PPF in a hex editor like XVI32 the text is all symbols and display readable text. If there is a way to view the changes I would appreciate an answer.
