Cannot join servers on Halo CE

On Halo CE one day I was going to join a server and it said Negotiating connection to server... then it just said it couldn't connect. It does this with all servers. I tried reinstalling but now when it tried to get the update it says it can't connect to download it!. >< Any ideas?

First do you have winme?
Second I can help you get around the update thing(ce and pc,ce is easier).
Third you have a router?You ever fowarded ports?

What is winme? I guess I don't have winme if I haven't heard of it. Yes I have a router. Why is it that I can paly with people on Halo PC though? It's just Halo CE.
