What is a rotator?

What is it and how does it work cuz i know if i had timed frames for my sig tht long it would take up a lot of space and I do a bad job of staying under 75 kb's as it is lol. I always go over and my sig always gets taken out.

Uh, this isn't a technical support forum.
And use google. I know, it's difficult typing in those 10 characters and clicking a button. But I know you can do it.
