Is it possible to create halo ce levels using milkshape or is it only just for creating weapons.

Yea, Milkshape is more of a weapon editting program to my knowledge.
However something like 3dsMax maybe?

Well, I think you could create levels, but they wouldn't look too great, and I don't think there's a .jms exporter for Milkshape.
