Opening Maps and 3ds Max

Question #1: When I tried to open my 3ds max today thi sis the error i got.

The application failed to initialize properly (0xc0000142). Click on OK to terminate the application.
Then I reinstalled it and I got the same error. I have never had this before. An answer to how to fix this would be appreciated.

Question #2: Whenever I try to open a map in most map editors like dothalo, insolence, ADI, and others.(although it opens in bitmap internalizer and hex editors) it tells me that access to the vertain file is denied. This is the JIT Debug I get-
